This is straight forward. You have tagged this as VLC, so I'll use that as an example.
First you need a playlist, of course. Here is VLC's Not exactly the modeline, but you can download the monitor's EDID information where all supported resolutions are listed. I would use get-edid and parse-edid tools from read-edid package ( I guess the issue is with the -S if you try to omit the -S option, it should ,work, even without bash -c
