It sounds to me like you're using Gnome-classic with Compiz, and in that case resizing windows doesn't work because the plugin is disabled by default (not sure why).

What program are you using to create the bootable USB? I would suggest UNetbootin if you're not using it. Never had this sort of problem with that program. Download for Windows can be found
