I finally got the answer to the problem. I was using a single VMware ESXI server to run both the nodes and the controller. After some troubleshooting it turned out that JUJU was starting up...

Ok, I have found the problem. As I was feeling, the 5 seconds waiting on resume and wait-for-root is not normal.

Googling around, I finally found this bug report:

Basically you have to preseed the answer for debconf:
