Found the issue from journalctl -xe. I enabled the BlockIPv6 yes option which requires extra plugin.
sudo apt install dnscrypt-proxy-plugins solved...

I had same problem (NetBeans 8.1, Debian 8.1).

In /etc/fstab I removed "noexec" parameter in /tmp definition, remount /tmp and now it works....
